By accessing or using STOA (stoago.com), operated by StackCensus ("we", "us"), you agree to be bound by these Terms of Service. If you do not agree, do not use the service.
STOA is a government procurement intelligence platform that indexes publicly available contract, tender, and award data from government sources across multiple countries. We provide search, filtering, alerting, and API access to this data.
You must provide a valid email address and create a password to register. You are responsible for maintaining the confidentiality of your credentials and for all activity under your account. You must notify us immediately at support@stoago.com if you suspect unauthorized access. Accounts are for individual use unless you are on a Team plan.
You agree not to use STOA to violate any applicable law or regulation, attempt to gain unauthorized access to our systems or other users' accounts, scrape or bulk-download data beyond your plan's API limits, resell raw data obtained from STOA without adding substantial value, interfere with or disrupt the service, or use automated tools to circumvent rate limits. We reserve the right to suspend or terminate accounts that violate these terms.
STOA offers free and paid subscription plans. Free accounts are subject to daily search limits. Paid plans (Starter, Pro, Team) provide higher limits and additional features as described on our pricing page. Prices are in US Dollars and billed monthly. We reserve the right to change pricing with 30 days' notice to existing subscribers.
Paid subscriptions are billed monthly in advance through Stripe. By subscribing, you authorize us to charge your payment method on a recurring basis. If payment fails, we will retry according to Stripe's retry schedule. If payment remains unsuccessful, your account may be downgraded to the free plan. You can manage your subscription, update payment methods, and view invoices through the Stripe Customer Portal accessible from your account.
You may cancel your subscription at any time through the billing portal. Cancellation takes effect at the end of the current billing period — you retain access to paid features until then. We do not provide prorated refunds for partial billing periods. If you believe you have been charged in error, contact support@stoago.com within 14 days.
STOA aggregates data from official government sources. While we strive for accuracy and timeliness, we do not guarantee that the data is complete, current, or error-free. Government source data may be delayed, incomplete, or contain errors at the source. STOA is a research and intelligence tool — it is not a substitute for consulting official procurement portals when submitting bids or making business decisions.
API access is governed by your plan's rate limits. API keys are confidential and must not be shared publicly. We reserve the right to revoke API keys that are abused or shared. You may use API data in your own applications but may not resell raw API output as a competing service.
The STOA platform, including its design, code, branding, and proprietary search technology, is owned by StackCensus. The underlying government procurement data is public information. Your use of STOA does not grant you any ownership rights in our platform or technology.
To the maximum extent permitted by law, STOA and StackCensus shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the service. Our total liability for any claim shall not exceed the amount you paid us in the 12 months preceding the claim. The service is provided "as is" without warranties of any kind, express or implied.
You agree to indemnify and hold harmless StackCensus from any claims, damages, or expenses arising from your use of the service, your violation of these terms, or your violation of any third-party rights.
We may update these terms at any time. Material changes will be communicated via email at least 14 days before taking effect. Continued use after changes constitutes acceptance.
These terms are governed by the laws of British Columbia, Canada. Any disputes shall be resolved in the courts of British Columbia.
